For the process to be credible, those directly affected — as well as the wider public — must be able to contribute evidence, share lived experience, and see how conclusions are reached.

A closed or opaque review would repeat the mistakes of the past. It’s vital that you commit to
• a clear timetable for the review,
• opportunities for public submissions,
• published terms of reference, and
• open reporting of the evidence considered.

The government has a real chance to restore trust and deliver fairness. Please ensure that this review is transparent and genuinely shaped by the people it concerns.
